Climate and Clean Air Coalition (CCAC)

This session highlights the importance and advantages of monitoring, quantitative analyses, and integrated planning to support decisions and policy making on energy, climate change and air quality. The session will first consider the demands, strategies, and policy processes in Kenya. It will then look at how Beijing is increasing the resolution of its air quality monitoring efforts through a mix of traditional monitoring and 1600 supplementary sensors, and how this big data set is used to inform decisions and policy making.
The session will then launch the Long-range Energy Alternatives Planning (LEAP) system – Integrated Benefits Calculator (IBC) tool, developed by the Stockholm Environment Institute (SEI), and introduce how it can help countries assess emission reduction benefits for human health, climate, and crop yields. The tool can also identify where synergies between achieving air quality and climate change goals can be encouraged, and where conflicts can be avoided. The tool is already being used to support national planning for action on short-lived climate pollutants in 12 countries, supported by the Climate and Clean Air Coalition. It is currently available to 71 countries. Presenters will give a live demonstration of the LEAP-IBC tool and discuss how it was used in Ghana to help engage policy-makers in strategy planning discussions.
Ms Alice Akinyi Kaudia
First Environment Secretary, Government of Kenya; a position held since 2008. Prior to this, she was the Eastern Africa Regional Director for the International Union for Conservation of Nature. Other previous engagements include: Technical Advisor on Forestry Curriculum Development and community-based natural resources management (Zambia) and close to two decades at the Kenya Forestry Research Instituted. Alice holds various high-level international engagements in areas relevant to sustainable management of natural resources, climate change and community development including being a member of World Resources Forum Advisory Board; Co-Chair of Global Green Growth Knowledge Platform; National Chair of Global Green Growth Forum (3GF) Kenya; Co-Chair of Climate and Clean Air Coalition and member of Steering Committee of UN Environment’s International Resources Panel among others. She promotes green growth, circular economy and wellbeing economy at all levels of policy and action to tackle climate change and poverty eradication in developing countries with a focus on priorities for women and youth.
Dr Liu Baoxian
Associate Professor, Deputy Director of the Beijing Municipal Environmental Monitoring Center. Dr Liu is an expert in environmental monitoring, including: creating technical systems for particulate monitoring, QA & QC specification for air quality monitoring systems, comprehensive air pollution monitoring of, and research on, pollutant formation mechanisms, and pollution source appointment. He headed the development of the first creative supplementary sensor-based PM2.5 monitoring system. The system consists of 1600 sensors scattered around Beijing, which enables the authority to capture PM2.5 concentrations at a much higher resolution than traditional air quality monitoring systems. He has published over 50 scientific papers, applied for over 50 patents, and participated in the amendment of over 20 environment related standards.
Dr Johan C.I. Kuylenstierna
Policy Director at Stockholm Environment Institute (SEI). He is a member of the Scientific Advisory Panel of the Climate and Clean Air Coalition (CCAC). Key areas of interest relate to atmospheric issues, including air pollution and climate change. His current research focus relates to the linkages between climate change and air quality, in particular associated with strategies to reduce Short-Lived Climate Pollutants (SLCPs). He has also worked on air pollution issues from regional to global scales on crops, forests and human health. He is a leader of the development and application of LEAP-IBC, a tool that can help countries understand implications of air pollution and SLCP strategy implementation, by incorporating an ‘Integrated Benefits Calculator’. He also leads work on building capacity of partner countries in the Climate and Clean Air Coalition to take action on SLCPs. As SEI Policy Director he is overseeing the enhancement of SEI’s ability to successfully engage with policy and decision making to promote informed decision-making and help achieve SEI’s goals of inducing change towards sustainable development.
Dr Charles Heaps
Senior scientist in the climate and energy research program of the Stockholm Environment Institute (SEI). For the last 27 years, Charles has been the designer and manager of the Long-range Energy Alternatives Planning System (LEAP), a scenario-based modeling system for integrated energy planning and climate change mitigation assessment, which has thousands of users in over 190 countries worldwide. He works globally to build capacity among the LEAP community and provide technical support to numerous international efforts aimed at helping developing countries develop their energy climate mitigation policies. Charlie has also been one of the lead developers of the new Integrated Benefits Calculator system (IBC).
Mr Simpson Attieku
Senior Energy Analyst, Energy Commission of Ghana. He holds M.Sc. degree in energy economics from University Surrey in UK and has over 10 years working experience in Ghana’s energy sector. He is currently working at Energy Commission of Ghana as an energy analyst where is a lead member of planning team updating the Strategic National Energy Plan for Ghana. He is also a member of National team planning for action on Short-Lived Climate Pollutants (SLCPs) and core member of the greenhouse gas mitigation team using the LEAP-IBC software to identify and screen mitigation actions. He is deeply involved in Ghana’s energy and climate change mitigation scenario assessments.
