CCAC Methane Planning Expert on Institutional Strengthening in ColombiaThe CCAC Methane Planning Expert on Institutional Strengthening will coordinate a roadmap for sectorial capacity strengthening with the Ministry of Housing, City and Territory (MVCT). The Consultant will facilitate dialogue within the MVCT and at national and subnational levels to present the scope, approach, and requirements for the sectoral MRV System and BTR reports. It is essential to estimate the costs of implementing and maintaining the MRV system.Key responsibilities include: Developing a roadmap for MVCT capacity strengthening for appropriate GHG estimations according to IPCC 2006 and its 2019 adjustment, mitigation potentials and abatement curves. Developing a series of (2 or maximum 3 ) workshops with the technical teams of the Ministry of Housing City and Territory regarding scope, approach, and requirements for the sectoral MRV System. Developing at least 3 instances of dialogue with SNICC, Providers of waste management services and National MRV System, regarding scope, approach, and requirements for the sectoral MRV System and BTR reports in key emission sources for Colombia.Leading a workshop (conference or seminar) on national and international study cases on MRV systems. CCAC Methane Planning Expert on Mitigation Actions in ColombiaThe CCAC Methane Planning Expert on Mitigation Actions will identify baselines and indicators to evaluate and report the results of short-lived climate pollutant (SLCP) emissions, especially methane, and reduction actions in the waste sector identified as priorities in the GHG mitigation planning tools of the Ministry of Housing City and Territory (MVCT) as the PIGCCS, NDC 2.0 and the Climate Action Act (Law 2169 de 2022). Key responsibilities include: Establishing engagement of national and subnational stakeholders for the MRV System to collect and analyze SLCP specially methane emissions and mitigation data. Establishing requirements for information systems related to mitigation actions based on inputs from the Ministry of Housing, City, and Territory (MVCT). Developing causal chains for mitigation actions to identify GHG, non-GHG effects. Developing information flows and design data capture and transmission tools for GHG mitigation projects, programs, and financial flows of mitigation actions within the waste sector. Developing institutional arrangements with the National Climate Change Information System (SNICC, acronym in Spanish), the National Monitoring, Reporting and Verification System, MRV system of other related sectors, Quality Assurance (QA) and Quality Control (QC) systems, among others that may be identified.
