VII National Energy Plan of Costa Rica 2015-2030

The energy policy that underpins the VII National Energy Plan 2015-2030 (PNE) is inspired by the National Development Plan 2015-2018 "Alberto Cañas Escalante "(MIDEPLAN, 2014), as well as in the guidelines of the Plan of Government of President Solís Rivera.

The main guidelines for the electricity sector that are considered in said plan are: to introduce changes in the National Electric System to elevate energy efficiency, savings and achieve better demand management electric; stimulate the development of distributed generation and self-consumption Of electricity; update the legal and institutional framework specialized in promote energy efficiency; improve methods for calculating tariffs of electricity and raise the efficiency of the management of public entities of the electricity sector.

The energy policy also incorporates -among others- the following orientations related to the transport sector: promoting efficient systems of collective transport that are environmentally cleaner and mitigate the Global warming effects; promote the use of alternative fuels in the transportation system to reduce dependence on hydrocarbons and the emission of polluting gases and improve the standards for the importation of new and used vehicles to stimulate energy efficiency and the reduction of pollution.

The PNE is composed of seven sections. In the first of them, the main elements of the national energy policy and explains the way in which that policy guides the PNE. In the second chapter, the methodology is exposed used in the preparation of the PNE. In the third one, the diagnosis of the electricity sector that served as the basis for the design of the electricity component of the PNE In the fourth chapter the strategic axes, the objectives and the actions are specified that conform the orientations of the PNE for the electrical component. Also, in the fifth and sixth chapters present the diagnosis and guidelines of the sector transportation and fuels respectively. Finally, in the seventh chapter explains about the methods of monitoring and evaluation of the PNE.
