The report presents framework principles on human rights and the environment. It maps human rights obligations related to the environment. The 16 framework principles described set out basic obligations of states under human rights laws as they relate to the enjoyment of a safe, clean, healthy and sustainable environment. Principles concerning air pollution include (i) transboundary air pollution, (ii) examples of vulnerability and its connection to exposure to household air pollution, and (iii) the linkage of marginalized groups (e.g. racial, ethnic or other minorities) who lack policitical power and who are exposed to heigher effects of air pollution and other types of environmental harm.
