Partner Activity: Public utility vehicles modernization program launch

The Philippines Department of Transportation launched the Public Utility Vehicle (PUV) Modernization Program in 2017. The objective of the program is a comprehensive modernization of road public vehicles in the Philippines including jeepneys and buses. 

This comprehensive program has ten major components, including:

  • Regulatory Reform
  • Local Government Unit Capacity Building
  • Route Rationalization
  • Public Utility Jeepney (PUJ) Standard Specification
  • Industry Consolidation
  • Financing PUJ Modernization
  • End of Useful Life Program
  • Pilot Implementation
  • Social Support Mechanism
  • Communication 

The coalition through the DENR-EMB Climate Change Division and Clean Air Asia will play a role in capacity building and communication support to the project. The program will reduce black carbon by having Euro 4 vehicles and fuels used for all PUVs. 

The main challenge is the large scope of the entire program as well as the program's ability to convince transportation groups on the merits of the modernization.
