Led by Norway’s Minister of Climate and Environment, Hon. Ola Elvestuen, this ministerial meeting is convened over breakfast to share and discuss in a small group our vision for ambitious action to reach the Paris Agreement temperature goals.
The discussion builds on Coalition partners’ efforts to implement actions, starting today, that simultaneously deliver temperature reductions in line with the Paris Agreement goals – as well as quick wins for the 2030 Agenda for Sustainable Development, particularly by tackling air pollution and climate together.
The discussion is aimed at fostering countries’ support to the Coalition’s “Talanoa Statement & Joint Submissions” addressing the questions: “Where are we?”, “Where do we want to go?” and “How do we get there?”

Cuts in methane and black carbon, in addition to carbon dioxide, are essential to achieve the Paris Agreement temperature goals. The current draft of the IPCC Special Report on 1.5 degrees and the 2017 UN Environment Emissions Gap report highlighted the importance of reducing these “short-lived climate pollutants.” Such reductions have significant potential, beyond existing commitments, and are achievable with proven technologies, but require dedicated policy action to establish legal frameworks and institutional capacity to unlock it.
Ministers at this event will build on these findings and describe their efforts to scale up actions before the next Climate Conference in Katowice, Poland (COP24). Over breakfast, Coalition partners plus invited ministers will have the opportunity to share their vision for ambition to reach the Paris Agreement temperature goals. This event builds on two similar regional roundtable discussions that took place in Singapore (July 2018), Montevideo, Uruguay (August 2018), in addition to Coalition events at the Global Climate Action Summit in San Francisco (10-14 September 2018).
All attendees will have the opportunity to announce their endorsement the Coalition’s “Talanoa Statement & Joint Submission” -- aimed at: (a) raising ambition to reach the Paris Agreement 1.5 degree temperature target; and (b) setting out how to achieve the urgent need to reduce the rate of near-term warming through fast cuts in short-lived climate pollutants emissions.
