This Coalition’s Solution Centre is funding the development of an assessment for the closure of the TPA Terjun waste disposal site in the City of Medan, Indonesia. The assessment will cover technical aspects related to the final cover system, stormwater, leachate and landfill gas management.

Objectives

The main objective of the Solution Centre support is to provide Medan with suitable technical information, conceptual closure design plans and budgetary cost estimates that can be used to secure financing for the closure of the Terjun waste disposal site.

Assistance provided

The four main products of the assessment are:

An implementation plan providing a detailed description of the steps needed to complete the assessment for the closure of the disposal site, including a project schedule.
A site assessment report presenting an analysis of the documentation provided by Medan, an assessment of the technical aspects related to current site conditions, landfill operations, stormwater, leachate and landfill gas management observed during the site visit performed the week of March 10, 2020; and recommendations to move forward on the next steps to complete the assessment for the closure of Terjun.
A conceptual closure plan and capital cost estimations for the closure of Terjun prepared using industry standards and best management practices. This plan includes the following: final grading plan, leachate, surface water and landfill gas management as week as conceptual closure plans and budgetary cost estimates.

Challenges

Terjun is considered an “unmanaged deep” waste disposal site." This assessment has helped to identify several challenges to project implementation:

There is lack of reliable technical data regarding the site. The information provided by Medan contradicts in many aspects specially the historical waste disposal data. There is no scale house at the site, nor reliable historical disposal data.
The site property is surrounded by informal fishing ponds very closed to the waste footprint so properly managing leachate and stormwater is a big challenge.
Water table is just a few inches below the ground level.
No cover soil material is used in a regular basis.
The site presents irregular steep slopes (greater than 3:1), waste fires in most areas, and no stormwater or leachate control features.
There is a leachate treatment plant that is not operational.
Access roads are not well design or maintained, so access to the site an issue.
There is lack of in-situ clay soils to properly closed the site, therefore soils will have to be imported from up to 60 miles away.
Scavengers that can freely enter the site because of the lack of security fencing on the perimeter of the site.
