Developing a policy on soot-free buses and electric vehicles in Abidjan, Côte d’Ivoire

Côte d’Ivoire is committed to enhance its Nationally Determined Contribution (NDC) under the Paris Agreement, which sets a greenhouse gas (GHG) emissions reduction target of 28% by 2030 compared to a business-as-usual scenario. Through this project, Côte d'Ivoire aims to integrate actions to mitigate short-lived climate pollutant (SLCP) emissions from the transport sector into its revised NDC and reporting.   

This project will advance several measures proposed in Côte d’Ivoire’s National SLCP Action Plan, including promoting cleaner diesel, renewing the vehicle fleet, and facilitating the transition to cleaner fuel for mass transportation. Effective implementation of these measures would allow Côte d’Ivoire to cut its greenhouse gas emissions by 19% by 2030, achieving more than half of the country’s commitment to climate change mitigation. 

To realize the additional climate benefits of reducing SLCP and carbon dioxide (CO2) emissions together, this project will focus on soot-free bus technology solutions, particularly compressed natural gas (CNG) and electric buses, to fulfill commitments in Côte d’Ivoire’s National SCLP Action Plan and NDC. 

Objectives

The objectives of this project are to:  
  

  • Develop a policy on soot-free bus technologies for the capital city Abidjan. The findings and experiences at the city-level regarding soot-free bus technologies and SLCPs will then be disseminated to higher administrative scales. 
  • Integrate these measures in national and local development plans as well as into city planning and reporting. 
  • Integrate these measures and associated climate benefits into Côte d’Ivoire’s revised NDC and reporting.  

Why we're doing this work

Côte d’Ivoire’s National SLCP Action Plan identified the transport sector a key area of intervention. Although the sector accounts for only 8% of the country’s black carbon emissions, it is responsible for over 40% of the country’s CO2 and nitrogen oxide (NOX) emissions. 

The city of Abidjan accounts for more than 70% of Côte d’Ivoire’s road fleet. Focusing the project on this city therefore has high mitigation potential, also for net reductions at the national level.  

What we're doing

To achieve these objectives, the project will:  
  

  • Conduct an in-depth analysis of current emissions and the potential benefits of adopting soot-free buses and electric vehicles in Abidjan.  
  • Quantify the impact of SLCP reduction measures on emissions to support the development of a city-level policy on soot free buses technologies. 
  • Facilitate the development of a city-level policy on soot free bus technologies in Abidjan, looking at bus standards, infrastructural challenges, institutional framework, fiscal incentives and financing models to encourage wide adoption of soot-free buses. This will draw upon the on-going activities in the Economic Community of West African States (ECOWAS) region to regulate cleaner fuels and vehicles as well as activities on soot-free bus technologies 
  • Conduct high-level political outreach and disseminate the project’s findings through a stakeholder workshop.
