Morocco - Develop landfill gas assessments, assessment of waste mitigation strategies, and MRV system for the waste sector [MA-22-002] Share SHARE Facebook share Twitter LinkedIn Copy URL Email Breadcrumb Home Morocco - Develop Landfill Gas Assessments, Assessment of Waste Mitigation Strategies, and MRV System For The Waste Sector [MA-22-002] Opening Date: 1 September 2022 Closing Date: 19 October 2022 Estimated project cost: USD 160,000 Overview This project responds to a request by Morocco’s Ministry of Energy Transition and Sustainable Development to provide technical support for feasibility assessments for three major landfills (I.e., Tangier, Rabat, and Casablanca) in Morocco, for the evaluation of methane mitigation strategies for the waste sector and for a proposal for a MRV framework for the waste sector. Expected project outcomes The Moroccan Government has an increased knowledge base for decision making on landfill gas generation and recovery for major landfills. The Moroccan Government has increased knowledge on opportunities to reduce methane emissions in its waste sector and to liaise with the cities where the landfills are located to move landfill gas projects forward. The Moroccan Government has increased capacity to measure, verify and report on emissions and emission reductions from its waste sector. Minimum required outputs The project should deliver at a minimum: Technical, financial, and institutional feasibility assessments for 3 major landfills in Morocco, which would include: Assessment of existing waste characterization studies of the waste received at the landfills Projections of landfill gas generation and recovery Conceptual description of landfill gas collection system Assessment of landfill gas to energy project options and utilization systems Assessment of regulatory framework for landfill gas to energy projects Institutional assessment of implementation arrangements including role of relevant municipal authorities Economic evaluations of viable options of landfill gas to energy projects Assessment of the potential SLCP emissions reductions Evaluation and recommendation of measures at the country-level for the mitigation of methane emissions from the waste sector, such as, diversion of organic waste for composting A proposal for an MRV system for waste sector Eligibility requirements To be eligible for consideration, project proposals must meet the following requirements: Are complete and submitted before the deadline Are submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity Requested funding falls within the indicated cost range and the project duration is less than 24 months Budget criteria are met and spending caps on expenses are respected How to apply Eligible applicants are invited to apply before the deadline by downloading the Application Form. It is recommended that applicants review the Guidance for Applicants prior to completing the Application Form. The completed Application Form should be submitted to secretariat [at] ccacoalition.org before 19 October 2022. Proposals will be evaluated against the following criteria: Quality: the clarity of the proposed outputs and activities and the extent to which they will deliver the expected outcomes Experience: evidence of the project team’s understanding of the national planning process and short-lived climate pollutants, and their ability to deliver the proposed project Value for money: the level of funding requested for project delivery Alignment: how well the proposal demonstrates its contribution to the CCAC 2030 Strategy and National Planning, Policy, and Implementation Engagement Strategy Evaluation process A preliminary review of proposals submitted by the deadline will be conducted by members of the CCAC Secretariat, Funding Task Team and Board, in consultation with relevant CCAC Partners. Shortlisted applicants will be invited to present their proposals in further detail and to respond to follow-up questions about their application. Successful applicants will be invited to develop a Project Implementation Plan and Detailed Budget in consultation with the CCAC Secretariat and relevant CCAC Partners.
