The Seminar programmes focused on science, policy and technology aspects, such as introduction to Japan’s experiences with implementing the Act on Rational Use of Fluorocarbons, and related policy instruments, showcasing various technologies, to avoid leakage of, collect, recycle/reclamation and destroy used fluorocarbons. The Seminar also provided a space for participating countries to share and update their progress of policies and measures, and to discuss with other countries. As one of the founding members of the IFL, the Asian Development Bank (ADB) has been implementing a Technical Assistance (TA) 6730 on Promoting Life Cycle Management of Fluorocarbons since 2021. Policy gap analysis, technology assessment as well as provision of technical training and policy development support have been conducted for Maldives, Mongolia, Philippines and Viet Nam. The TA has been looking into the potential of carbon market mechanisms for enhancing implementation of life cycle management. The Climate and Clean Air Coalition (CCAC), another founding member has contributed to mainstreaming the efforts of fluorocarbons life cycle management through the Cooling Hub, and has successfully advocated it at UNFCCC COP and the Montreal Protocol MOP and other key arena. This year, the Group Seminar will be co-organized by the MOEJ, the ADB, and the CCAC shedding a light on recent updates of international discussion, such as MOP Decision XXXV/11 on life cycle refrigerant management (LRM) under the Montreal Protocol, as well as needs for updating Nationally Determined Contributions (NDC) and the Enhanced Transparency Framework (ETF) under the Partis Agreement, and corresponding discussion topics of accessibility of relevant technologies, effective domestic policy framework, and utilization of carbon market mechanisms.Physical attendance at this event is by invitation only.
