CCAC National Project Coordinator for Paraguay

The CCAC is seeking a CCAC National Project Coordinator for Paraguay to strengthen the capacity of MADES to coordinate national SLCP activities in Paraguay.

The CCAC National Project Coordinator for Paraguay will support the Ministry of Environment and Sustainable Development (MADES) with inter-ministerial coordination and efficient communication for engagement of relevant stakeholders on the ground to strengthen the efforts of the country to effectively mitigate SLCP emissions. He/she will also coordinate and support CCAC projects in the country, more precisely the “[PY-23-001t “Supporting the development of a resolution to reduce SLCPs from HDVE ]” project in coordination with UNEP Mobility Unit and the CCAC Focal Point.

The national consultant will also strengthen buy-in across the government to advance implementation, financing, and monitoring of the roadmap to improve action to mitigate short-lived climate pollutants (SLCPs) in the country. The national consultant will also be responsible for fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies. The CCAC National Project Coordinator will work in close collaboration with the CCAC Secretariat team and focal points at the Ministry of Environment and Sustainable Development of Paraguay.

Specific responsibilities include:
1. Secure participation and buy-in from across government to implement the roadmap to improve action to mitigate short-lived climate pollutants (SLCPs) in the country, including endorsement at high political level.
2. Strengthen the government’s capacity for developing and implementing SLCP mitigation actions, based on the CCAC’s integrated approach to climate change and air pollution reduction.
3. Provided support to the project “[PY-23-001t “Supporting the development of a resolution to reduce SLCPs from HDVE ]” project in close coordination with UNEP Mobility and the CCAC Focal PointIntegrate SLCP mitigation actions into relevant national processes, plans and strategies at national and sub-national level; including the possibility of having calculations SLCP emissions in the MRV national systems.
4. Propose national and international funding opportunities for implementation of roadmap to improve action to mitigate short-lived climate pollutants (SLCPs) in the country.
5. Raise awareness on SLCP at national/sub-national level
6. Ensure that Paraguay is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc).
7. Support coordination of the CCAC projects in the country in coordination with the CCAC focal point and the CCAC Secretariat

Qualifications/special skills

• Advanced university degree, master or equivalent, in environmental science, economics, politics, international relations or a similar discipline.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required.
• Demonstrated ability to provide technical assistance to governments and other stakeholders is required.
• Knowledge of the national policies in climate change mitigation and air pollution of Paraguay is required.
• Ability to work effectively with multiple stakeholder groups including national governments is required.
• Excellent communication skills (written and oral presentations) are required.
A good understanding of short-lived climate pollutants, climate change and air pollution issues in Paraguay is highly desirable.

Languages

• Fluency in Spanish and English (written and spoken) is essential.
