Emissions of methane drive approximately a third of the global temperature rise currently being experienced with approximately a third of these emissions coming from the fossil fuel sector. As the CCAC’s Global Methane Status Report 2025 highlights, the sector offers a climate emergency brake by offering cost-effective methane reduction opportunities for countries to implement their Global Methane Pledge commitments whilst also supporting energy security, safety and foreign currency reserve benefits as well as significant national scale benefits to community health and agricultural productivity.The CCAC, IMEO and CATF are delighted to launch a new regulatory guidance series to assist country and subnational governments seeking to introduce regulations and achieve desired operator behaviours, actions and common level of performance that drive deep reductions of methane emissions. The first in the series, issued as part of the CCAC’s Fossil Fuel Regulatory Programme (FFRP) provides a Blueprint for Comprehensive Methane Regulation and highlights the foundations of a regulatory approach built on proactive mitigation requirements supported by strong and transparent measurement, reporting and verification (MRV) rules. It also highlights how elements of the emission reporting program of The Oil & Gas Methane Partnership 2.0 can be leveraged within the process which is further explored in the second report in the series by UNEP’s International Methane Emission Observatory (IMEO) examining How Countries can Build OGMP 2.0-Aligned Reporting into MRV Methane Regulations.
