United Cities and Local Government in Africa (UCLG Africa)

UCLG Africa is the umbrella organization representing the voice of local governments across the African continent. As the united and recognized representative of subnational governments in Africa, UCLG Africa supports local and regional authorities in advancing sustainable development, fostering resilience, and responding to the climate crisis through inclusive and locally-driven solutions.

UCLG Africa is committed to the reduction of short-lived climate pollutants (SLCPs) — including black carbon, methane, hydrofluorocarbons (HFCs), and tropospheric ozone — recognizing these efforts as one of the fastest and most impactful strategies to slow global warming before 2030.

The organization has expressed a particular interest in:

  • Reducing methane emissions at the local level;

  • Improving air quality and public health outcomes across African cities;

  • Supporting the development and implementation of clean air policies across the continent.

By championing SLCP mitigation strategies within the framework of local governance, UCLG Africa contributes to enhancing climate resilience, health, and sustainable urban development.

With a pan-African mandate, UCLG Africa engages with local governments across all five African regions — West, Central, East, Southern, and North Africa — and supports hundreds of cities and local authorities in developing climate-responsive policies.
