Outlines 16 mitigation measures for five key source sectors to reduce the country's short-lived climate pollutant (SLCP) emissions. Full implementation of these measures would result in a 59% reduction in black carbon emissions by 2030 compared to a business-as-usual scenario, and a 34% reduction in methane emissions. The measures would also reduce other air pollutants, such as nitrogen oxides and particulate matter, and also reduce CO2 emissions.

The implementation of these measures could avoid over 1,000 premature deaths associated with outdoor air pollution exposure, as well as reducing exposure to air pollution indoors. At the same time, the plan would reduce Cote d’Ivoire’s greenhouse gas emissions by 19% in 2030, achieving more than half of Cote d’Ivoire's climate change mitigation commitment.

Measures

  1. Promote improved biomass stoves
  2. Replace biomass with clean cooking fuels (biogas and natural gas)
  3. Promote clean lighting
  4. Renew gradually the vehicle fleet
  5. Promote cleaner diesel (10 ppm of sulphur)
  6. Facilitate the transition to cleaner fuels for transport (gas and electricity)
  7. Suppress open burning of waste
  8. Reduce open burning of agricultural residues
  9. Suppress uncontrolled landfills and create modern landfills
  10. Improve the collection and treatment of biodegradable municipal solid waste
  11. Recover methane from landfills
  12. Improve drainage and wastewater management standards:
  13. Extend intermittent aeration of rice fields in irrigated rice cultivation
  14. Extend the control of emissions from livestock
  15. Promote gas recovery and use in the oil and gas sector
  16. Reduce network leakage in gas transmission and distribution
