Angola - Develop a methane roadmap and integrate methane in NDC 3.0

Rationale

This project directly supports Angola’s efforts to mitigate methane emissions as part of its broader climate commitments. Angola has demonstrated its commitment to addressing short-lived climate pollutants (SLCPs) by actively engaging with the CCAC, particularly through its interest in implementing integrated national planning for methane reduction.

The country’s ongoing climate strategy focuses on increasing energy access, promoting sustainable agriculture, and managing waste, all while enhancing its overall environmental resilience. Angola’s participation in the CCAC's Supporting National Planning (SNAP) initiative highlights its intention to take concrete steps toward reducing methane emissions from key sectors.

By focusing on methane mitigation, particularly in the energy, agriculture, and waste sectors, this project will assist Angola in developing a national strategy for methane reduction. The plan will include clear, actionable measures that are directly linked to national development priorities. It will also contribute to Angola’s international climate obligations, including the Global Methane Pledge.

Objectives

• To create a national methane mitigation plan for Angola, outlining actions to reduce methane emissions across agriculture, energy, and waste sectors.

• To assess existing methane emissions from key sectors and identify potential opportunities for mitigation.

• To develop a roadmap for the implementation of methane mitigation measures that align with Angola's broader climate and development objectives.

• To strengthen institutional and technical capacity for methane mitigation, ensuring the long-term success of the plan.

Activities

To achieve these objectives, the project will:

• Conduct an in-depth assessment of methane emissions from Angola’s agriculture, energy, and waste sectors.

• Analyze the institutional, technical, and policy landscape related to methane emissions and mitigation in Angola.

• Develop a comprehensive national methane mitigation plan, including sector-specific actions, estimated costs, and institutional responsibilities.

• Organize stakeholder consultations with relevant ministries, technical experts, and other national entities to ensure the relevance and feasibility of the mitigation plan.

• Provide recommendations for financing mechanisms to support the implementation of the plan.

• Collaborate closely with the CCAC Secretariat and Angola’s national focal points throughout the project to ensure coordination and alignment with national priorities.
