Bosnia and Herzegovina – Develop a National SLCP Plan, National Methane Roadmap, and MRV Framework

This project responds to a request made by the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina to launch national short-lived climate pollutant (SLCP) planning efforts in Bosnia and Herzegovina, a new Climate and Clean Air Coalition (CCAC) partner. The national planning process and resulting National SLCP Plan should contribute to the implementation of Bosnia and Herzegovina’s Climate Change Adaptation and Low-Emission Development Strategy, and National Energy and Climate Plans (NECP). This work should also strengthen national capacity to monitor and report on short-lived climate pollutants and develop an integrated greenhouse gas and SLCP MRV framework. 

As a Global Methane Pledge signatory, Bosnia and Herzegovina supports the voluntary commitment to reduce global methane emissions by 30% by 2030 compared to 2020 levels. Bosnia and Herzegovina is also one of the first countries in the Western Balkans to include an emissions reduction target in their Nationally Determined Contribution (NDC) to cut greenhouse gas emissions by 33.2% by 2030, and by 66% by 2050, compared to 1990 levels. The country is working towards a more ambitious 2030 emission reduction target to achieve climate neutrality by 2050 and to meet the ambition of the Member States of the Energy Community. To achieve these objectives, Bosnia and Herzegovina is preparing National Energy and Climate Plans (NECP) in which it will assess scenarios for reducing emissions from coal use.

What we're doing

At a minimum, this project is expected to achieve the following by its completion: 

  • The Government of Bosnia and Herzegovina endorses the National SLCP Plan and its recommendations by the end of the project or soon after.
  • The Government of Bosnia and Herzegovina endorses the National Methane Roadmap by project completion or soon after.
  • The Government of Bosnia and Herzegovina integrates recommendations for SLCP reductions into its revised NDC and National Energy and Climate Plan (NECP) by 2025.
  • The Government of Bosnia and Herzegovina adopts the MRV framework for SLCP emissions from priority sectors by the end of the project or soon after.
  • The Government of Bosnia and Herzegovina has increased capacity for SLCP planning and implementation.
