Cambodia - Implement priority measures in Cambodia's Clean Air Action Plan 

Rationale
 


Cambodia's Clean Air Plan identifies 13 priority mitigation measures to improve air quality in Cambodia. The implementation of these measures could halve PM2.5 emissions by 2030, and reduce Short-Lived Climate Pollutants like black carbon and methane by 63% and 24%, respectively with substantial co-benefits such as reducing carbon dioxide by 19% by 2030.  

However, Cambodia still needs technical support and guidance to bring real action for the Clean Air Plan. This includes training on emission inventory systems and tools, developing a detail assessment report on air pollutant emission for industrial sub-sectors and developing an assessment report on key mitigation pathways and actions needed to increase the implementation of priority measures in Cambodia's Clean Air Plan.

This project therefor aims to support Cambodia’s Ministry of Environment in implementing its Clean Air Action Plan.

Objectives

The project aims to achieve the following: 

  • Increase the capacity of Cambodia’s government to model their SLCP emissions, prioritise and implement SLCP mitigation measures, and track progress national progress.
  • Increase the capacity of Cambodia’s government to implement its Clean Air Plan. 
     
Activities

To achieve these objectives the project will:

  • Train local authorities on emission inventory systems and tools for Cambodia’s Ministry of Environment to regularly update and improve estimates of short-lived climate pollutant (SLCP) and air pollutant emissions and track progress on the implementation of its Clean Air Plan. 
  • Develop a detailed assessment of air pollutant emissions for industrial sub-sectors and an evaluation of the impact of mitigation measures as a contribution to the implementation of Cambodia’s Clean Air Plan. 
  • Develop an assessment of the key mitigation pathways and actions needed to increase the implementation of priority measures in Cambodia's Clean Air Plan, including information on the cost of implementation, roles and responsibilities of different organisations, indicators to monitor implementation, barriers to implementation, and actions to overcome them.
