Côte D'Ivoire - Expand the SLCP planning and implementation process while increasing capacity for methane mitigation 

Rationale

Between 2016 and 2021, Coté d'Ivoire developed a national SLCP Plan and an integrated greenhouse gas, short-lived climate pollutant and air pollution mitigation assessment as the basis for substantially enhancing its Nationally Determined Contribution (NDC). 

However, Cote d'Ivoire has also joined the Global Methane Pledge and needs to outline its contribution to reducing methane emissions by 30% by 2030.

The measures included in Coté d'Ivoire's NDC require implementation monitoring; and policies and measures scheduled after 2030 need to be evaluated to identify opportunities to further increase SLCP mitigation ambition.

This project will thus builds on Coté d'Ivoire's SLCP Plan and NDC revision processes by enhancing existing tools to assess SLCP mitigation in the short, medium, and long-term. It will also develop a methane roadmap for key aspects of methane mitigation planning.
 

Objectives

This project will support Côte d’Ivoire’s Ministry of Environment and Sustainable Development to advance its short-lived climate pollutant (SLCP) planning and implementation processes and increase institutional capacity for methane mitigation.

Through the proposed outputs and activities, the project aims to achieve the following by its completion: 

  • Increase the capacity of Côte d'Ivoire’s government to assess and model SLCP emissions, to prioritize and implement SLCP mitigation measures, and to track progress.  
  • Create a methane roadmap which the Côte d'Ivoire government can endorse. 
     
Actions 

 

To achieve its objectives this project will:

  • Improve and update Côté d'Ivoire's SLCP emissions inventory, emissions projections, and mitigation assessments as technical basis for including SLCPs in Côte d’Ivoire’s revised NDC, NDC implementation plans, greenhouse gas emission inventories, MRV/monitoring and evaluation frameworks, and air quality management processes. 
  • Identify how to mobilise resources for implementation of SLCP priority measures. 
  • Build capacity and train relevant persons within key organisations such as CIAPOL (Centre Ivoirien Antipollution) on the  development of mitigation assessment and tracking of implementation progress. This would include support to: 
    • Update the SLCP analysis in key sectors, including energy, industries, agriculture, waste and if possible, forestry and land. 
    • Develop long-term 2050 emission projections. 
    • Enter cost data to assess the cost of implementing mitigation measures. 
    • Train a core team in Côte d’Ivoire to update it into the future. 
  • Develop a methane roadmap in line with CCAC-agreed methodologies. This roadmap will include the development of implementation pathways for methane mitigation measures, assessment of implementation costs, and a monitoring and evaluation framework for methane mitigation. This would be aligned with the NDC implementation plans for Côte d'Ivoire's NDC.
