Cote D'Ivoire - Support on NDC Enhancement Process and Developing an Investment Strategies for Implementation of SLCP Mitigation Priorities

Rationale

Côte d’Ivoire has launched the process to revise its Nationally Determined Contribution (NDC 3.0), officially announced in February 2025 with the aim of presenting the updated commitment at COP30. The Ministry of Environment, Sustainable Development and Ecological Transition, through the Centre Ivoirien Anti-Pollution (CIAPOL), is leading this process. While previous NDCs included climate mitigation targets, the government is seeking to strengthen its consideration of short-lived climate pollutants (SLCPs), including methane (CH₄), nitrous oxide (N₂O), and hydrofluorocarbons (HFCs), given their significant role in near-term climate warming and air quality impacts.

Sectoral consultations, technical workshops, and capacity-building activities are planned as part of the NDC 3.0 development process. However, additional technical assistance is needed to identify SLCP priority mitigation measures, integrate them into NDC 3.0, and develop investment strategies to enable their effective implementation. This project responds to CIAPOL’s request for targeted support, ensuring that SLCP mitigation is explicitly addressed in the country’s climate planning, aligned with national sustainable development priorities and international commitments.

Objectives

• Support the Government of Côte d’Ivoire in strengthening the integration of SLCP mitigation priorities into the NDC 3.0 revision process.
• Conduct in-depth analysis of priority SLCP mitigation measures, with particular attention to emerging super-pollutants such as methane, nitrous oxide, and HFCs.
• Develop investment strategies to ensure that priority SLCP actions identified in NDC 3.0 can be financed and implemented effectively.

Activities

To achieve these objectives, the project will:

• Organize stakeholder consultations with representatives from key SLCP-emitting sectors to identify and validate priority actions for inclusion in NDC 3.0.
• Conduct a technical analysis of SLCP mitigation priorities, focusing on feasible and cost-effective measures across sectors, and highlighting synergies with sustainable development goals.
• Develop investment strategies for implementation of SLCP measures, including pathways to mobilize domestic and international financing, private sector engagement, and alignment with climate finance mechanisms.
• Provide technical support and inputs to ensure that SLCP considerations are fully reflected in Côte d’Ivoire’s NDC 3.0 ahead of its presentation at COP30.
