However, more work on data collection is needed to accurately quantify emissions and identify appropriate mitigation strategies. By working with the Ministry of Environment and Sustainable Development, this project aims to reduce capacity constraints in the DRCs SLCP planning and to enhance data collection and evaluation of mitigation measures in sectors that make the largest contribution of air pollution to public health and climate change in DRC. ObjectivesThis project aims to produce: Updated and improved SLCP emission projections and mitigation assessments in key source sectorsA monitoring and evaluation framework for mitigation contributing to DRC’s Nationally Determined Contribution (NDC), its implementation plans, and monitoring, reporting and verification (MRV) framework. A methane roadmap in line with CCAC Secretariat methodologies.Capacity building workshops and support tools to train personnel in the Ministry and other relevant institutions focused on developing and updating a national inventory for SLCP emitting sectors, the development of mitigation assessments (i.e., using LEAP), and the integration of SLCPs within DRC’s climate change planning processes. A portfolio of projects (project proposals and concept notes) for SLCP mitigation in DRC, also considering the inputs generated by the SLCP mitigation assessments.The proposed outputs and activities will: support the DRC government to increase its capacity to assess and model SLCP emissions, to prioritize and implement SLCP mitigation measures; increase their knowledge on institutional arrangements, policy and regulatory environment, and SLCP implementation cost requirements, and produce a methane roadmap which can be endorsed by the DRC government. Actions The 2-year project has the following implementation stages:Phase 1: Recruitment of team, national consultants responsible for increasing capacity within the Ministry of Environment, and technical staff.Hold project launch workshop to bring together all stakeholders relevant for SLCP mitigation.Preparations for an initial LEAP training workshop including data collection to ensure that the workshop is tailored to Guinea. Phase 2: Introductions to LEAP training for SLCP emission inventory and mitigation assessment to staff at the Ministry of Environment, other sectoral Ministries and other groups relevant to SLCP planning. Regular online follow-up meetings to develop SLCP emission inventory and mitigation assessment, including data collection, modeling methodologies, key assumptions etc. Phase 3: Finalise national SLCP emission inventory LEAP workshop on scenario analysis and SLCP mitigation assessment for staff at the Ministry of Environment, other sectoral Ministries and other groups relevant to SLCP planning. Stakeholder engagement to identify priority SLCP mitigation measures, implementation targets and timelinesPhase 4: Finalise SLCP mitigation assessment and development of a technical report on LEAP analysisDevelop outline for mitigation project concept notes and methane roadmap based on assessment results Phase 5: Development of project concept notes, methane action plan, and integration of assessment results into climate change reporting, such as National Communications, and Biennial Reports.
