Egypt – Developing Methane Abatement Guidelines and Capacity Building for the Oil and Gas Sector

Rationale

This project responds to a request from Egypt's Ministry of Petroleum and Mineral Resources (MoPMR) for support under the Fossil Fuel Regulatory Programme (FFRP).

The project will support Egypt in developing guidelines to mitigate methane emissions from equipment, venting, leaks and flaring in the oil and gas sector, while strengthening national capacity to implement these guidelines.

The work will build on existing methane mitigation initiatives in Egypt and strengthen the ability of the Ministry of Petroleum and Mineral Resources, its Center of Excellence for Energy Transition, state-owned enterprises and other stakeholders to identify, quantify and reduce methane emissions.

The project is part of CCAC's Fossil Fuel Regulatory Programme (FFRP).

Objectives

The project aims to support Egypt to:

  • Increase national capacity to identify, quantify and mitigate methane emissions from the oil and gas sector.
  • Develop practical guidelines for methane abatement.
  • Strengthen understanding of major methane emission sources and mitigation opportunities.
  • Build government capacity to use methane detection and measurement technologies.
  • Strengthen engagement with oil and gas operators on implementation of methane mitigation requirements.

Activities

To achieve these objectives, the project will:

  • Develop a tailored framework for methane management in Egypt's oil and gas sector.
  • Develop an initial methane emissions profile and methane mitigation roadmap using available national data and relevant analytical tools.
  • Conduct technical briefings on methane sources, mitigation options, monitoring technologies, methane intensity, regulatory approaches and methane abatement costs.
  • Develop guidance on emission factor methodologies.
  • Develop draft methane abatement guidelines covering leak detection and repair (LDAR), equipment standards and associated gas flaring.
  • Assess existing maintenance and operational practices and associated emissions reduction opportunities.
  • Organize an in-person workshop to review and refine the proposed methane guidelines.
  • Conduct site visits and optical gas imaging (OGI) demonstrations with government officials and industry.
  • Provide training on best practices for leak detection and repair.
  • Assess available methane detection and measurement technology providers and their applicability in Egypt.
