El Salvador - National SLCP Plan and Methane Roadmap   

Rationale

El Salvador joined the CCAC in 2023 and committed to mitigating greenhouse gases and short-lived climate pollutants emissions. The country launched several initiatives to address the interrelated challenges of climate change and air pollution. El Salvador has submitted the request to develop a National SLCP Plan and a National Methane Roadmap. 

The implementation of the Methane Roadmap at the same time as the development of a National SLCP Plan provides an opportunity for the SLCP Plan to highlight best practices, recommendations, updated data, and evidence from these projects in an overarching SLCP Plan. This can increase the visibility of the benefits of acting on SLCPs in those sectors with a special emphasis on methane mitigation. The SLCP Plan can also benefit from more specific information during the methane mitigation assessment focus on the waste sector.

El Salvador has also developed technical regulations on environmental quality as the 2018 Special Regulation on Environmental Quality Technical Standards. The country is also planning to strengthen their regulatory instruments to prevent and reduce air pollution.

The project will build on existing resources in El Salvador, such as the National GHG emissions inventory to develop first national SLCP emission mitigation assessment, using LEAP.

Objectives

This project aims to:

• The Government of El Salvador endorses a National SLCP Plan by the end of the project or soon after.
• The Government of El Salvador has strengthened awareness and capacity at national and sub-national levels on short-lived climate pollutants by the end of the project.
• The Government of El Salvador endorses the National Methane Roadmap by the end of the project of soon after. 
• The Government of El Salvador includes SLCPs in the MRV framework by the end of the projector soon after.  
• The Government of El Salvador includes SLCP goals in at least one existing national development plan or strategy by 2025. 

Activities

To achieve these objectives, the project will:

• Assessment of institutional arrangements, identification of roles and relevant stakeholders to be involved in the SLCP.
• Stakeholder meetings with line ministries convened before and during development of the plan to inform it.
• A National SLCP Plan with clear responsibilities, timelines, monitoring mechanisms and a resources mobilization strategy. 
• A resource mobilization strategy to implement the National SLCP Plan is developed, potentially both nationally and internationally.
• A project pipeline with 2-3 project ideas to scale up implementation of SLCP action.
• Project financing, domestic investment and sector stakeholders convened and engaged during project identification action.
• Information sessions/capacity building targeting decision makers to foster political support for endorsement of the National SLCP Plan.
• Training on the modelling tools to sustain inventory update.
• A participatory and inclusive process involving key stakeholders, including government agencies, also from sub-national.
• Framework for the implementation of SLCP action plans at sub-national levels.
• A National Methane Roadmap developed in line with a modality agreed with the CCAC Secretariat.
• Participation in the CCAC’s Methane Roadmap Action Programme (M-RAP).
• Standardized methodologies and indicators for monitoring SLCP reduction measures across different sectors are defined.
• Reporting mechanism that requires regular reporting of progress on SLCP reduction targets developed.
• A transparent and accessible database to collect, store, and analyze the reported data on sectoral mitigation actions.
• A verification process to ensure the accuracy and credibility of reported data.
• Recommendations on required governance mechanisms for the implementation of the National SLCP Plan are established.
• Recommendations for including SLCPs in relevant plans such as NDC, National Climate Change Action Plan (NCCAP).
