Indonesia – Methane Regulatory Support for the Coal Sector

Rationale

This project responds to a request from Indonesia's Directorate General for Minerals and Coal, including tekMIRA, for support under the Fossil Fuel Regulatory Programme (FFRP).

The project will strengthen Indonesia's institutional and technical capacity to improve its coal mine methane emissions inventory, advance methane mitigation planning, strengthen regulatory frameworks and identify mitigation pathways for engagement with coal mine operators.

The work will also strengthen monitoring, reporting and verification systems and explore links between methane mitigation, carbon markets and abatement finance mechanisms.

The project is part of CCAC's Fossil Fuel Regulatory Programme (FFRP).

Objectives

The project aims to support Indonesia to:

  • Strengthen technical, regulatory and MRV capacity to quantify, report and reduce methane emissions from coal mining.
  • Improve methane emissions inventories and emission factors.
  • Strengthen policies and regulations addressing coal mine methane.
  • Improve technical understanding of methane monitoring and mitigation technologies.
  • Increase national ambition on coal mine methane mitigation and identify areas for potential further FFRP support.

Activities

To achieve these objectives, the project will:

  • Deliver technical workshops, short courses and policy dialogues on MRV, methane mitigation and utilization, carbon trading and methane finance.
  • Review existing CMM policies and regulations and assess gaps against international good practice.
  • Develop recommendations for strengthened policy and regulatory approaches.
  • Provide training on satellite data, remote sensing and ground-based methane monitoring systems.
  • Review methane mitigation options, including ventilation air methane.
  • Develop national sampling and statistical methodologies to establish improved emission factors for fugitive methane from coal mining.
  • Conduct field surveys and laboratory analysis and facilitate international expert review of methodologies and emission factors.
  • Support integration of improved emission factors into emissions calculations and reporting guidance.
  • Organize regional and national knowledge-exchange activities on coal mine methane.
  • Develop communications materials highlighting methane mitigation good practices and country-specific examples.
  • Develop a framework for potential subsequent phases of FFRP support.
