The country is in the process of updating its Nationally Determined Contribution (NDC) ahead of COP29. Current challenges include limited SLCP coverage in NDC commitments, inadequate modeling for SLCP mitigation, and gaps in national data and technical capacity.The Ministry of Environment of Madagascar requested support to strengthen government capacity for identifying SLCP mitigation opportunities, integrating SLCP actions into the NDC, and providing technical expertise in data, analytics, and modeling. This project aims to ensure the revised NDC is comprehensive, evidence-based, and aligned with Madagascar’s climate commitments, including the integration of financing options and policy recommendations.ObjectivesIntegrate priority SLCP mitigation actions and targets into Madagascar’s revised NDC 3.0 for 2025.Strengthen the capacity of national stakeholders in climate policy, with a focus on SLCP identification, mitigation, and co-benefits.Develop technical outputs and tools to support evidence-based NDC preparation, including inventories, mitigation assessments, and gap analyses.Provide policy guidance and implementation pathways for priority SLCP sectors, aligned with existing policies and plans.ActivitiesTo achieve these objectives, the project will:Develop an integrated GHG and SLCP emissions inventory and projections to inform mitigation planning.Conduct mitigation assessments and quantify co-benefits of SLCP reduction strategies.Prepare a gap analysis of existing policies, regulations, and standards to support SLCP implementation.Identify implementation pathways in priority SLCP sectors, incorporating existing national policies and plans.Organize a comprehensive capacity building program for stakeholders, including meetings and training sessions on climate change impacts, policies, mitigation measures, and co-benefits.Deliver dedicated SLCP-focused sessions, explaining their significance, global warming and public health impacts, and the potential for rapid climate action.
