Togo - Roadmap for the efficient and sustainable management of municipal solid waste in the city of Lomé

Rationale 

In 2016, the city of Lomé developed an Action Plan for the Reduction of SLCPs from Municipal Solid Waste. In 2018, Aképé the capital city of Lomé opened a landfill that meets international standards for environmental protection and health became operational. However the Action Plan has faced issues with implementation. 

This project will assess the barriers that prevent implementation of the original action plan and suggest actions to overcome them. It will also update to the existing CCAC Action Plan for the city and provide clear and actionable steps and recommended mitigation measures to reduce SLCPs from Lomé’s waste sector. 

Importantly, this work will be done in coordination with national-level capacity building support to Togo's Ministry of Environment and Forest Resources and development of a national level Roadmap for waste sector mitigation measures, which is also being supported through the CCAC.  

Togo's Ministry of Environment and Forest Resources will start developing a national level roadmap for waste sector mitigation measures with the support of CCAC. The roadmap development process will inform the Lomé's city level Action Plan and vice-versa to ensure they are both moving in the same direction. 

This project responds to a request by Togo’s Ministry of Environment and Forest Resources for support to develop a waste management roadmap with actions for mitigation of GHGs and SLCPs from the waste sector in line with existing national policies and NDC commitments for the city of Lomé. 

Objectives

The project aims to: 

  • Develop an action plan for Lomé with clear steps for the waste sector to reduce methane emissions and preserve human health through efficient and sustainable management of solid household waste
Activities

To achieve these objectives the project will: 

  • Develop waste-related data to conduct a comprehensive assessment of the waste sector. 
  • Update the existing CCAC action plan for the city with recommended mitigation measures to reduce SLCPs from the waste sector. 
  • Develop an assessment of the actions implemented of the original action plan and identification of the actions not implemented and the barriers that prevented their implementation.  
  • Develop a roadmap for the implementation of the action plan that includes the necessary activities, projects, and programs.
