The Asian Development Bank’s (ADB) TA-9919 REG: Integrated and Innovative Solutions for More Livable Cities supports the efforts of developing members to build livable cities that are green, competitive, inclusive, and resilient by applying innovative and integrated solutions in project development, design, and execution. Approved in 2019, TA-9919 is aligned with ADB’s Strategy 2030 and its Operational Plan for Priority 4: Making Cities More Livable, which aims to improve the coverage, quality, efficiency, and reliability of services in urban areas; strengthen urban planning and the
financial sustainability of cities; and improve the urban environment, climate resilience, and disaster risk management of cities. 

Step 1: Assessing the city’s current air quality status and air quality management measures, identifying key stakeholders, conducting data collection and analysis, confirming key areas of potential impact. Assessment results are discussed in the Urban Status Report.

Step 2: Identifying and prioritizing solutions to address issues ranging from the need to improve air quality monitoring,
enhance the understanding of sources contributing to poor air quality, and build capacity for using air quality
management tools. Proposed actions focus on improving indoor air and reducing transport emissions. These actions are prioritized based on their impact on health outcomes, affordability, feasibility, and local stakeholder engagement. 

Step 3: Developing a CAAP with sustainable financing, including cost estimates, investment recommendations, implementation timeline, and proposed financing sources.
