It requires industrial installations to operate under environmental permits based on Best Available Techniques (BAT), with emission limit values set accordingly. It covers large plants in sectors such as energy, manufacturing, waste management, etc., and imposes monitoring, reporting duties, periodic inspections, public participation in permit decisions, and penalties for non-compliance.
