Draft revised ‘Guidance Document on Preventing and Abating Ammonia Emissions’

The Ammonia Guidance Document represents the authoritative international reference on ammonia mitigation. This update to a previous version (document ECE/EB.AIR/120) will allow Parties and others to benefit from substantial new information from developments over the last 14 years. The Ammonia Guidance Document reports the performance of a wide range of options that can be used to reduce ammonia emissions (as percentage emission reductions compared with an unabated reference method). The Guidance Document complements Annex IX of the Gothenburg Protocol, where required ammonia emission reductions are specified.

Following the UNECE Ammonia Workshop (23–25 June 2025), hosted in Brussels at the European Commission offices, substantial progress has been made by the Task Force in revising the Ammonia Guidance Document (‘Guidance document on preventing and abating ammonia emissions’, ECE/EB.AIR/120). Draft revised texts are available for all chapters, while the guidance document now also includes new sections on ‘Manure treatment and processing’ and ‘Methods for ammonia measurement and quality criteria’. The present document demonstrates the progress made. The next steps will look to: a) finalize the chapter texts, b) harmonize the paragraph numbering (based on the previous paragraph numbering), c) prepare a marked-up copy showing differences from the previous edition (to allow easy comparison with ECE/EB.AIR/120) and d) prepare a new Executive Summary.
