It is intended for use by the United States (U.S.) Environmental Protection Agency (EPA) Regional offices; state, local, and tribal air quality management authorities; and the general public. This guidance is designed to implement national policy on these emissions inventories as embodied in the Clean Air Act (CAA), the Ozone SIP Requirements Rule for the 2008 ozone NAAQS (also called the Ozone Implementation Rule), the PM2.5 SIP Requirements Rule, and the Regional Haze Regulations (RHR).
