Graded Response Action Plan (GRAP) for the National Capital Region (NCR)

The revised Graded Response Action Plan (GRAP) Schedule 2025, published by the Commission for Air Quality Management in National Capital Region and Adjoining Areas (CAQM) on 21 November 2025, establishes a regulatory, graded framework for managing air pollution across the National Capital Region (NCR). It sets out progressively stringent measures across four stages (Poor, Very Poor, Severe and Severe+) to be implemented by relevant authorities as air quality deteriorates or is forecast to deteriorate. The primary objective of the revised GRAP Schedule 2025 is to prevent, control and mitigate episodes of high air pollution and protect public health through coordinated action targeting key pollution sources, including construction and road dust, vehicles, industrial emissions, waste burning and other activities contributing to poor air quality.
