Inspection and Maintenance Program for In-Use Vehicles in India

This position paper examines the role of vehicle inspection and maintenance (I&M) programmes in managing emissions from in-use vehicles in India and identifies several areas where the current system could be strengthened. It outlines options for improving inspection procedures, including the use of updated testing methods, on-board diagnostics (OBD), remote sensing, and more advanced testing facilities. The paper also discusses measures to strengthen quality assurance, data management, enforcement, and coordination between vehicle inspection and other regulatory processes. In addition, it proposes an In-use Vehicle Compliance Programme to support ongoing compliance with applicable emission standards throughout a vehicle’s life. Overall, the paper presents a range of measures that could help improve the effectiveness, consistency, and monitoring of vehicle inspection and maintenance programmes.
