It covers the cross-cutting components of national greenhouse gas (GHG) inventory development, including institutional arrangements, data collection, and quality assurance/quality control (QA/QC). It outlines the roles of inventory coordinators, sector experts, and data providers in establishing a structured inventory system, and emphasizes the need for standardized data collection procedures, formal data-sharing arrangements, and documentation of activity data, emission factors, assumptions, and methodologies. The presentation also describes the key elements of a QA/QC system, including routine data and calculation checks, trend analysis, independent reviews, verification against external data sources, and archiving of inventory records. Particular attention is given to prioritizing QA/QC efforts for key emission categories and high-uncertainty sectors to improve the accuracy, consistency, transparency, completeness, and comparability of national GHG inventories.
