The specific objective of the proposed RBF program is to incentivize household-level behavior change: organic waste separation at source.The program will be first implemented as a pilot project in selected communities and, if successful, scaled-up across the city. The source of financing for these pilot projects would be borne by the Penang State Government, Penang Island Municipal Council, and the Seberang Perai Municipal Council.
