Review of Beijing’s Comprehensive Motor Vehicle Emission Control Programs

This whitepaper summarizes Beijing’s vehicle emission control programs, including new vehicle emission standards, fuel quality standards, in-use vehicle emission control, and other programs such as alternative fuel vehicles and vehicle population control that have been adopted as of January 1, 2015. It provides a cost-benefit analysis that estimates future emissions, health and climate impacts, and costs associated with the three scenarios: Beijing Business as Usual (BAU), China BAU, and adoption of Beijing 6/VI standards.
