Argentina - Update and improve SLCP mitigation assessment and deliver a methane roadmap [AR-22-002] Share SHARE Facebook share Twitter LinkedIn Copy URL Email Breadcrumb Home Argentina - Update and Improve SLCP Mitigation Assessment and Deliver a Methane Roadmap [AR-22-002] Opening Date: 8 June 2022 Closing Date: 30 June 2022 Estimated project cost: US$ 80,000 – 100,000 Overview The aim of this project is to provide technical assistance to Argentina’s Ministry of Environment and Sustainable Development to update the short-lived climate pollutant (SLCP) mitigation assessment and support Argentina in meeting its methane mitigation targets. Expected project outcomes Through the proposed outputs and activities, the project should achieve the following by its completion: Outcome Indicator Target 1. The government includes SLCP mitigation measures in its NDC implementation plan and inventory development process Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures formally adopted, endorsed, and/or implemented 1 2. A methane roadmap for Argentina is developed and receives endorsement from the government Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures formally adopted, endorsed, and/or implemented 1 3. The government has increased capacity to assess and model their SLCP emissions, assess the co-benefits of mitigation, and track progress Number of government entities with a demonstrated improved capacity for SLCP action 1 Minimum required outputs The project should deliver at a minimum: Improved and updated SLCP emissions inventories which include the energy, waste, agriculture, and forestry sectors as well as emissions projection to 2050. Mitigation assessments as a technical basis for integrating SLCPs into current inventories, plans and strategies for air quality and climate change mitigation (e.g., NDC implementation plans, air quality strategy, greenhouse gas emissions inventory). Mitigation assessments should include an evaluation of the benefits of proposed mitigation actions, and a pathway for resource mobilization to ensure the implementation of priority SLCP measures. Deliver a methane roadmap that follows a methodology agreed with the CCAC Secretariat. Deliver capacity building workshops and support tools to train key experts and institutions to continuously update the SLCP analysis to assess mitigation priorities and track implementation progress. Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved. Eligibility requirements To be eligible for consideration, project proposals must meet the following requirements: Are complete and submitted before the deadline Are submitted by a non-governmental organization (NGO), intergovernmental organization (IGO), or other not-for-profit entity Requested funding falls within the indicated cost range and the project duration is less than 24 months Budget criteria are met and spending caps on expenses are respected How to apply Eligible applicants are invited to apply before the deadline by downloading the Application Form. Proposals will be evaluated against the following criteria: Quality: the clarity of the proposed outputs and activities and the extent to which they will deliver the expected outcomes Experience: evidence of the project team’s understanding of the national planning process and short-lived climate pollutants, and their ability to deliver the proposed project Value for money: the level of funding requested for project delivery Alignment: how well the proposal demonstrates its contribution to the CCAC 2030 Strategy and National Planning, Policy, and Implementation Engagement Strategy Evaluation process A preliminary review of proposals submitted by the deadline will be conducted by members of the CCAC Secretariat, Funding Task Team and Board, in consultation with relevant CCAC Partners. Shortlisted applicants will be invited to present their proposals in further detail by 22 July 2022 and to respond to follow-up questions about their application. Shortlisted applicants will be informed of the final decision regarding their proposal by 31 August 2022. Successful applicants will then be invited to develop a Project Implementation Plan and Detailed Budget in consultation with the CCAC Secretariat and relevant CCAC Partners. Glossary Mitigation pathway Refers to mitigation pathways consistent with limiting warming to 1.5°C above pre-industrial levels. As per IPCC, the assessed pathways describe integrated, quantitative evolutions of all emissions over the 21st century associated with global energy and land use and the economy. This also includes setting of mitigation targets compared to a reference baseline scenario. Methane roadmap Should be in line with a modality agreed with the CCAC Secretariat. At minimum, a “methane roadmap” must: Identify methane mitigation pathways. Assess the cost of implementation. Assess the institutional arrangements for implementation. Develop a monitoring and evaluation framework for the methane mitigation pathways. It may also include: Improvements to the national methane inventory
