Iraq - Deliver a national methane emission inventory and mitigation assessment for the oil and gas sector to support Iraq meet its mitigation goals for the sector [IQ-22-001] Share SHARE Facebook share Twitter LinkedIn Copy URL Email Breadcrumb Home Iraq - Deliver a National Methane Emission Inventory and Mitigation Assessment For The Oil and Gas Sector To Support Iraq Meet Its Mitigation Goals For The Sector [IQ-22-001] Opening Date: 6 December 2022 Closing Date: 31 January 2023 Estimated project cost: USD 100,000 OVERVIEW This project responds to the request by Iraq’s Ministry of Environment for services that seek to deliver training workshops and guidance for developing a national methane emissions inventory, a methane mitigation assessment, and legislative framework for the oil and gas sector to support Iraq in meeting its mitigation goals for the oil & gas sector. The project will also explore opportunities for including black carbon emissions reduction as a mitigation goal for the country. EXPECTED PROJECT OUTCOMES Through the proposed outputs and activities, the project should achieve the following by its completion: The government has increased capacity for methane emissions inventory development for the oil and gas sector. The government has a methane mitigation assessment for the oil and gas sector. The government develops a new legislative framework to support mitigation goals. MINIMUM REQUIRED OUTPUTS The project should deliver at a minimum: Training workshops and support tools delivered to national institutions to develop a national methane emissions inventory for the oil and gas sector using the IPCC guidelines. This includes training on refined data methodologies, monitoring, reporting and evaluation. The training would also include the use of the country Methane Abatement Tools (and any related guidelines if available) and information on black carbon emissions reduction from flaring. A methane mitigation assessment for the oil and gas sector, including an assessment of the institutional arrangements, the policy and regulatory environment, the cost of implementation, and a monitoring and evaluation framework for methane mitigation to help Iraq implement its mitigation goals in the oil and gas sector. A legislative framework to support the implementation of Iraq's mitigation goals in the oil and gas sector considering the inputs generated by the methane mitigation assessment. Applicants are encouraged to propose additional outputs as needed to ensure the expected project outcomes are achieved. ELIGIBILITY REQUIREMENTS To be eligible for consideration, project proposals must meet the following requirements: The application form is complete and submitted before the deadline All applicants are registered as a nonprofit organisation, non-governmental organization (NGO), or intergovernmental organization (IGO) and able to prove their status All minimum required outputs are included in project plan The amount of funding requested falls within the indicated budget range Spending caps on 'incidental procurement' expenses are respected (see guidance document above) The project duration is less than 24 months HOW TO APPLY Eligible applicants are invited to apply before the deadline by downloading the Application Form. It is recommended that applicants review the Guidance for Applicants prior to completing the form. Proposals will be evaluated against the following criteria: Quality: the clarity of the proposed outputs and activities and the extent to which they will deliver the expected outcomes Experience: evidence of the project team’s understanding of the national planning process and short-lived climate pollutants, and their ability to deliver the proposed project Value for money: the level of funding requested for project delivery Alignment: how well the proposal demonstrates its contribution to the CCAC 2030 Strategy and National Planning, Policy, and Implementation Engagement Strategy EVALUATION PROCESS A preliminary review of proposals submitted by the deadline will be conducted by members of the CCAC Secretariat, Funding Task Team and Board, in consultation with relevant CCAC Partners. Shortlisted applicants will be invited to present their proposals in further detail and to respond to follow-up questions about their application. Successful applicants will be invited to develop a Project Implementation Plan and Detailed Budget in consultation with the CCAC Secretariat and relevant CCAC Partners.
