Work Plan and Budget 2025 Share SHARE Facebook share Twitter LinkedIn Copy URL Email Breadcrumb Home Work Plan and Budget 2025 The 2025 Work Plan and Budget (WPB) was endorsed by the CCAC Board in September 2024 and approved by all Partners in October 2024. The total budget amounted to USD 25.9 million, with approximately 88% allocated to programme activities and projects. The WPB reflected a strategic pivot from planning toward implementation-focused action, while further strengthening science, advocacy, Hub leadership, and Secretariat delivery capacity.Part A: Supporting national and transformative actionThe majority of CCAC funding was allocated to supporting country-driven and transformative actions to reduce super pollutants, translating commitments into implementation. National planning support, while reduced from previous years, enabled 3 to 4 new or previously unsupported CCAC partners to prepare national SLCP or methane plans, mainstream SLCPs into NDCs and climate strategies, and strengthen inventory and MRV systems.The largest share of funding was dedicated to sector mitigation and policy or regulatory support. More than 80% of this funding targeted implementation-oriented outcomes, including the development and enforcement of laws and regulations, preparation of investment-ready proposals and business models, and the demonstration of mitigation technologies and practices. The remaining support strengthened enabling environments through sector strategies, MRV frameworks, and capacity-building activities.Transformative action shifted to the CCAC Challenge Programme, which funded innovative, cross-sector projects responding to clearly defined global challenges that united the super pollutant community around common goals. Two Challenges were launched in 2025: Global Action on Food Loss and Waste to Cut Super Pollutants and Reduce Malnutrition and Accelerating the Uptake of eCooking in Africa.Short-term targeted expert assistance continued to address urgent country requests, including LOW-methane waste activities, NDC enhancement, investment planning, and regional scoping linked to the Clean Air Flagship. Institutional capacity was reinforced through the deployment of CCAC National Consultants and regional training programmes for focal points and consultants.Part B: Advancing policy-relevant science and sector ambitionThe WPB also advanced cross-cutting priorities, science, and collaborative action. The Clean Air Flagship entered its second phase, expanding the Air Quality Management Exchange Platform by issuing new guidance for air quality managers, hosting in-person and online workshops, revitalising BreatheLife, and amplifying advocacy.Science activities were strengthened through continued Secretariat support for the Scientific Advisory Panel, the Global Economic Assessment of SLCPs, the Integrated Agriculture and Food Systems Assessment for COP30, student fellowships, and new ad-hoc SAP briefings. These investments ensured that CCAC advocacy and project design were grounded in robust and policy-relevant evidence.Governance and convenings were delivered through the CCAC Annual Meeting in Brazil, Board and SAP meetings, and Climate & Clean Air and Global Methane Pledge ministerials. The CCAC Hubs were elevated through a dedicated hub-led activities budget line, enabling Hub leaders to define funding priorities, commission studies, develop sector plans, and convene political and technical workshops.New strategic initiatives included the launch of the Africa Clean Air Programme, the establishment of a Super Pollutant Advocacy and Action Group, and the publication of the first-ever guidance on gender-transformative action to reduce super pollutants across sectors, developed in partnership with Oxfam to advance the CCAC Gender Strategy.Part C: The SecretariatIn 2025, the Secretariat continued to manage delivery of the CCAC 2030 Strategy under the oversight of the CCAC Board and Funding Committee. Resources supported leadership and partnerships, governance, communications, trust-fund oversight, and implementation management, including the administration of Calls for Proposals and monitoring and evaluation, ensuring that the WPB was delivered efficiently and transparently.
