Work Plan and Budget 2026

The 2026 Work Plan and Budget (WPB) will guide the Climate and Clean Air Coalition’s activities in the year ahead following its endorsement by the CCAC Board in October 2025 and approval by all Partners through a written no-objection procedure. The total budget of USD 40.85 million will reflect a significant increase from the previous year, driven by the launch of the CCAC Super Pollutant Country Action Accelerator. The 2026 WPB will sharpen the CCAC’s strategic focus on catalytic impact by re-directing resources toward implementation, strengthening science-to-policy leadership, and improving operational efficiency.

Supporting national and transformative action

In 2026, the CCAC will transform its approach to supporting ODA-eligible countries through the launch of the CCAC Super Pollutant Country Action Accelerator. The first cohort of countries will be selected to receive three years of institutional strengthening through teams embedded in government, combined with targeted technical assistance projects delivered through competitive calls. This new approach will replace earlier fragmented country-driven planning and sector-specific funding, consolidating support around long-term, high-impact national programmes.

Transformative action funding will be delivered through Challenge Programmes that will support innovative, cross-sector projects responding to clearly defined global challenges. In 2026, Challenges will focus on agriculture and the circular economy, supporting solutions that demonstrate viable mitigation approaches, catalyse finance, and scale best practices.

Short-term targeted expert assistance will be expanded to respond rapidly to time-sensitive government requests, including regulatory updates, investment planning, MRV tool deployment, and sub-national engagement aligned with COP30 priorities.

Institutional capacity will continue to be strengthened through the deployment of CCAC National Consultants embedded within governments, supporting coordination, political engagement, project development, and the integration of super pollutant mitigation into national reporting and planning processes. Regional replication activities will be streamlined into a limited number of focused workshops led by Accelerator countries.

Advancing policy-relevant science and sector ambition

The 2026 WPB will advance ongoing strategic priorities in support of the CCAC 2030 Strategy. The Clean Air Flagship will continue into its second phase, while a new Farmers FIRST Flagship will focus on farmer-centred solutions in the agriculture sector through South–South collaboration. Policy-relevant science on super pollutants will be strengthened through the release of two new assessments on the Economic Case for Action and the AgriFood Assessment, the launch of a new Global Integrated Assessment of Climate and Clean Air, and an updated Global Methane Status Report.

A major step forward will be the scaling-up of the CCAC Technology and Economic Assessment Panel, which will identify proven and scalable mitigation solutions, mobilise finance, and strengthen engagement with the private sector. Hub leadership will be reinforced through dedicated funding for hub-led activities, enabling Hub Co-Leads to define priorities, commission studies, and convene political and technical workshops. New strategic initiatives will include the Super Pollutant Advocacy and Action Group, development of an emissions-reductions impact calculator, and continued support to governance through the CCAC Annual Meeting, Board and SAP meetings, and Climate & Clean Air and Global Methane Pledge ministerials.

The Secretariat

In 2026, the Secretariat will continue to manage delivery of the CCAC 2030 Strategy under the oversight of the Board and Funding Committee. Resources will support leadership and partnerships, governance, communications, trust-fund oversight, and implementation management, including dedicated staff managing CCAC-funded projects. The Secretariat will also maintain the Global Methane Pledge Secretariat while adapting internal processes to support the Super Pollutant Country Action Accelerator and investigating operational efficiencies to accelerate grant-making and mitigate funding-gap risks.

Overall, the 2026 Work Plan and Budget will mark a step-change in the CCAC’s operating model, creating coherent multi-year programmes, strengthening the science policy interface, empowering Hubs, and positioning the Coalition to deliver accelerated reductions in super pollutants this decade.
