Transformative action in the heavy-duty vehicles and engines sector [HDV-22-001]

The CCAC Engagement Strategy for the Heavy-Duty Vehicles and Engines Sector aims to eliminate black carbon emissions from diesel vehicles and engines by 2030 and achieve a 100% phaseout of fossil-based fuels from the heavy-duty industry as soon as possible. The strategy is guided by an ambitious goal of the complete transition of the sector to 100% renewable energy sources. 

This call for proposals is seeking projects that help drive transformative action in the sector and support achievement of the CCAC’s goals.  

Project proposals should develop, enable, or implement innovative solutions that will advance one or more goals of the CCAC Engagement Strategy for the Heavy-Duty Vehicles and Engines Sector: 

Goal 1: Cleaner Fuels and Vehicles 

• By 2025, 30% of new heavy-duty vehicles have zero tailpipe emissions (air pollutants and GHGs) and all countries adopt a part of 30% renewable fuel content as blend in the fossil fuel available on the market (drop-in fuel).  
• By 2030, all countries adopt ultra-low sulfur diesel and minimum Euro 6/VI emission standards and global soot-free vehicle standards for international trade (no dumping of dirty used vehicles). 
• By 2050, zero tailpipe emissions and 100% elimination of fossil-based fuels for heavy-duty transport.  

Goal 2: Non-Road Mobile Machinery and Stationary Engines 

• By 2030, countries adopt standards for soot-free non-road mobile machinery and stationary diesel engines.  All countries adopt ultra-low sulfur diesel and minimum EU Stage V emission standards.  
• By 2050, zero tailpipe emissions, 100% elimination of fossil-based fuels, engines for non-road mobile machinery and stationary diesel engines. 

Goal 3: Marine and Inland Water Transport 

• Advocate for the International Maritime Organization to adopt a black carbon emission standard for all new ships and a methane emission standard for new LNG-fuelled ships.  
• Diesel emissions policies for inland water transport developed in relevant countries (2030). 

Goal 4: Green Freight 

• Significantly reduce emissions of black carbon, PM and other pollutants and GHGs from the sector by enhancing existing, and developing new, green freight programs.  

In line with these goals, the CCAC Heavy-Duty Vehicles and Engines Hub has identified possible topics and areas of action to consider when responding to this call. Proposed solutions may include one or more of the following: 

• Advance regional level work with respect to cleaner fuels, green freight and soot-free/e-buses with a focus on the private sector and sub-national commitments.  
• Support national and regional development of inventories or guidance to develop inventories of non-road mobile machinery and stationary engines as a first step toward technical solutions and policy development.  
• Pilot and scale up electric ferries and boats in inland waterways.

Project proposals are required to demonstrate how they will contribute to catalysing emissions reductions in the sector, several countries, a region, or globally.  

Project proposals should have at least one clearly defined outcome, such as: 
 

• Catalysed funding for solutions at scale 
• Scalable and/or replicable regulatory and enforcement regimes (e.g., informed by model regulations) 
• Commitments by big emitters to reduce emissions 
• Adopted sectoral models and strategies for mitigation 
• Global or regional roadmaps for the sector 
• Public-private partnerships 
• Etc. 

The CCAC is seeking the following characteristics in proposed projects: 

• Ambition: evidence of the project’s potential to scale up short-lived climate pollutant reductions through transformative changes in the sector, a region, or several countries. 
• Quality: a clear logic for the proposed outputs and activities and how they will achieve the expected outcomes 
• Experience: evidence of the project team’s ability to deliver the proposed project and its expertise in the sector 
• Value for money: the level of funding requested for project delivery in relation to the outcomes the project aims to achieve 
• Alignment: how well the proposal contributes to achieving the goals of the CCAC Engagement Strategy for the Heavy-Duty Vehicles and Engines Sector and 2030 Strategy. 

Co-creation and consortia between CCAC partners and members of CCAC Hubs is strongly encouraged. This will be facilitated through sessions on the margins of the Global Methane, Climate and Clean Air Forum to be held in Washington DC from 26-30 September 2022. 

Only not-for-profit organisations (NGOs, IGOs) and governments can apply. 

Project proposals should be submitted by email to secretariat@ccacoalition.org by 26 October 2022 using the Application form.  

We strongly encourage all applicants to contact the co-leads and other members of the CCAC Hubs early in the development of their project proposals to facilitate the co-creation process and ensure alignment with CCAC goals.

1. A preliminary review of proposals submitted by the deadline will be conducted by members of the CCAC Secretariat, Funding Task Team and Board, in consultation with relevant CCAC Partners.  
2. Shortlisted applicants will be invited to present their proposals in further detail and to respond to follow-up questions about their application.
3. Successful applicants will be invited to develop a Project Implementation Plan and Detailed Budget in consultation with the CCAC Secretariat and relevant CCAC Partners.
4. Projects are expected to be launched in 2023.
