Azerbaijan CCAC Partner since 2024 Breadcrumb Home Our Partners Azerbaijan The Republic of Azerbaijan became a State Partner of the Climate and Clean Air Coalition (CCAC) in 2024, through its Ministry of Ecology and Natural Resources. By endorsing the CCAC Framework and Strategy 2030, Azerbaijan has committed to reducing short-lived climate pollutants (SLCPs)—methane, black carbon, tropospheric ozone, and HFCs. Azerbaijan’s priorities include integrating SLCP action into national climate planning, and advancing mitigation in the energy, agriculture, waste, and heavy-duty transport sectors. As host of COP29 in Baku (November 2024) and a member of the UNFCCC Troika (COP28–COP30), Azerbaijan is leveraging its leadership to keep SLCPs high on the international climate agenda. The country has joined the Global Methane Pledge, committing to reduce methane emissions by at least 30% by 2030, and is a launched and rallying for the implementation of the COP29 Declaration on Reducing Methane from Organic Waste, addressing a major methane source through improved organic waste management. Azerbaijan’s national oil company, SOCAR, has deployed leak detection and repair (LDAR) programs that have successfully reduced methane emissions and monetized carbon savings. The government is also collaborating with the Food and Agriculture Organization (FAO) to prepare a roadmap targeting methane reductions from agriculture and waste—two sectors responsible for around half of the country’s methane emissions.Additionally, Azerbaijan is working with the International Energy Agency (IEA) to improve energy sector emissions data and drive methane reductions in oil and gas operations. This engagement complements Azerbaijan’s membership in the World Bank’s Global Gas Flaring Reduction Partnership, under which it aims to curb routine flaring and accelerate LDAR practices. Through its CCAC partnership, Azerbaijan seeks to build on these initiatives by developing a national SLCP Action Plan, accessing technical and financial support, and sharing progress on fast action for climate and clean air—reinforcing its position as a global leader on super pollutants beyond COP29.
