Brazil – Methane Regulatory Support for the Oil and Gas Sector

Rationale

This project responds to a request from Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP) for support under the Climate and Clean Air Coalition’s Fossil Fuel Regulatory Programme (FFRP).

Brazil is working to strengthen methane mitigation in its oil and gas sector as part of its broader climate and energy transition commitments. The project will support ANP in strengthening its institutional and technical capacity, advancing implementation of CNPE Resolution No. 8, developing and implementing methane regulations, updating regulations on associated gas flaring, and supporting the Regulatory Impact Assessment process.

The project will build on existing national and international initiatives on methane mitigation, including work on leak detection and quantification, regulatory benchmarking and capacity building.

The project is part of CCAC's Fossil Fuel Regulatory Programme (FFRP).

Objectives

The project aims to support Brazil to:

  • Strengthen institutional and technical capacity to develop, implement and monitor methane policies and regulations for the oil and gas sector.
  • Develop and begin implementing policies and regulations to reduce methane emissions.
  • Strengthen monitoring, reporting and verification (MRV) systems for fossil fuel methane emissions.
  • Increase ANP's capacity to engage with oil and gas operators and other stakeholders on methane mitigation and regulatory compliance.

Activities

To achieve these objectives, the project will:

  • Assess Brazil's capacity to develop, implement and monitor fossil fuel methane policies and regulations.
  • Map key actors working on fossil fuel methane mitigation and identify opportunities for coordination.
  • Establish or support a National Task Team for Fossil Fuel Methane Mitigation.
  • Conduct methane mitigation assessments and identify priority emissions reduction options.
  • Support the development or strengthening of methane policies, regulations and implementation guidelines.
  • Provide direct support on implementation, enforcement mechanisms and compliance standards.
  • Deliver training on best practices for MRV and data collection.
  • Develop recommendations to strengthen national MRV systems.
  • Develop industry-specific guidelines for methane emissions reporting and mitigation.
  • Conduct awareness-raising workshops and training for private-sector actors on methane mitigation and compliance.
