Gabon - Deliver a methane emissions inventory, mitigation plan and MRV framework for the oil and gas sector

Rationale

The Republic of Gabon, one of the most developed countries in Sub-Saharan Africa is particularly vulnerable to climate change. The country’s coastlines, which are home to over 75% of the country’s population are at risk of flooding from sea-level rise, increased erosion, and increased storm severity. Climate change is also expected to put increasing pressure on the country’s water, agriculture, and public health sectors.

As one of the top five oil producers in Sub-Saharan Africa, Gabon has managed to grow its economy while maintaining a low greenhouse gas emission profile.

In Gabon's Intended Nationally Determined Contributions (INDC) to the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, the government highlighted its commitment to reducing greenhouse gas emissions by at least 50% by 2025. The Republic of Gabon also joined the U.S and EU-led Global Methane Pledge and has thus pledged to drive action to support the collective global effort to reduce methane emissions by 30% by 2030, compared to the 2020 levels.  

To meet this target Gabon must begin with developing a methane emissions inventory, mitigation plan and monitoring, reporting, and verification and  framework for the oil and gas sector. 
 

This project responds to the request by Gabon’s General Direction of Environment and Natural Protection at the National Climate Council to deliver an improved and updated methane emission inventory, mitigation assessment and MRV framework for the oil and gas sector. 

Objectives


This project will : 

  • Develop a methane emissions inventory and mitigation plan for the oil and gas sector which can be endorsed by the government.
  • Develop methane mitigation plan and MRV framework for the oil and gas sector that can be endorsed by the government.
     
Activities

To achieve these objectives the project will: 

  • Develop a methane emissions inventory for the Gabonese oil and gas sector using CoMAT. 
  • Develop a methane mitigation plan and an MRV framework for the oil and gas sector. 
  • Map currently conducted and ongoing studies of relevant activities and policies within the oil and gas sector. 
  • Draft a report on gaps and recommendations for utilisation of methane from the oil and gas sector.
