These became the basis for substantially enhancing Ghana's Nationally Determined Contribution, which contains priority SLCP mitigation measures, emission reductions and health benefits from NDC implementation. However, as a signatory to the Global Methane Pledge, Ghana needs to outline its contribution to achieving this pledge, and measures included in its NDC require implementation and to be monitored for the benefits of SLCP mitigation to be realised. Policies and measures scheduled after 2030 also need to be evaluated to identify opportunities to further increase SLCP mitigation ambition. This project will therefore build on Ghana's SLCP Plan and NDC revision processes by enhancing existing tools (Ghana's LEAP model) to assess SLCP mitigation in the short, medium and long-term, as well as the development of a methane roadmap on key aspects of methane mitigation planning, i.e. methane mitigation, monitoring, reporting and verification, and measure implementation pathways. This project will provide technical assistance to Ghana’s Environmental Protection Agency to develop a national methane roadmap and advance short-lived climate pollutant (SLCP) mitigation plans through the implementation of their existing Nationally Determined Contribution (NDC) commitments. ObjectivesThe project aims to: Produce an NDC implementation plan that can be endorsed by Ghana’s government Produce a methane roadmap that can be endorsed by the government of Ghana.Increase the capacity of Ghana’s government to assess and model their SLCP emissions, to prioritise and implement SLCP mitigation measures, and to track progress. ActivitiesTo achieve its objectives the project will: Develop NDC implementation plans focusing on high-priority SLCP measures. This will include updating SLCP analysis in key sectors up to 2050, assessing cost of implementing mitigation measures, developing implementation pathways/plans for priority SLCP measures (including those included in the updated NDC), developing proposals for funding, and integrating SLCPs into monitoring, reporting and verification (MRV) and transparency reporting. A methane roadmap following a methodology agreed with the CCAC Secretariat. The methane portion of the updated SLCP analysis will serve as an input into the development of the methane roadmap (which will focus on the waste, agriculture, and oil and gas sectors). Information from the SLCP national plan and updated SLCP analysis should be used as a technical basis for the roadmap.
