As per the NDC implementation plan, a significant contribution is expected to result from methane emission reductions in the livestock sector. A key policy instrument to achieve emissions intensity and total reductions is the recently introduced livestock head tax. The centrality of the livestock sector to climate mitigation and adaptation action is further enshrined in the National Methane Roadmap (developed through a CCAC funded project) as well as the National Adaptation Plan, approved in March 2024. The agriculture sector is the most significant source of Mongolia's greenhouse gas emissions with 51.97% share of the national total emissions. ObjectivesThe proposed project will build on the national methane roadmap developed through a CCAC-funded project, and on collaborative ongoing efforts such as with FAO’s Scaling up Climate Ambition on Land Use and Agriculture through Nationally Determined Contributions and National Adaptation Plan.The project aims to: Integrate The Government of Mongolia's SLCP reduction targets in Mongolia's National Climate Policy.Increase the capacity of the Government of Mongolia to measure and assess its livestock emissions.Support the Government of Mongolia to launch a system for measuring, reporting, and verifying methane emission reductions. ActivitiesTo achieve these objectives, the project will:Produce a comprehensive analysis of SLCP emission determinants and underlying socio-economic, legal, market and technical patterns in the livestock sector as well as review of existing national and local policies related to livestock management, future trends and strategic intervention areas as well as a prioritisation and evaluation of potential policies and measures. Refine the FAO's GLEAM Tier 2 tool and provide manuals and guidelines for ongoing inventory monitoring and updates. Products 5b and c can further be developed into roadmaps/strategies if required (cf outcome indicator). Build stakeholder capacity in using the tool, managing data requirements, and modelling mitigation interventions. This will equip the Mongolian government with the necessary tools and expertise to monitor and update the Tier 2 inventory and effectively capture the short and long-term impacts and tradeoffs of the implemented climate actions.Strengthen human and technical capacity related to the Methane Emission Measurement and Reporting System. Develop an open-access, interactive version of the GLEAM dashboard for Mongolia to visualise GHG emissions from livestock sector, projections, and the effect of the ongoing mitigation actions will be produced.Project Reference: [MN-24-002] Mongolia - Integrate livestock methane targets into National Climate Policy
