Morocco - Enforcement of Euro VI standards

Rationale

In its NDC to the UNFCCC submitted in 2021, Morocco increased its emission reduction target from 42% to 45.5% compared to the business-as-usual scenario by 2030. The transport sector's share in the overall mitigation effort was enhanced compared with the initial NDC. The National Energy Strategy aims to achieve a 24.5% reduction in transport energy consumption in 2030.

Morocco has put in place laws, regulations and policies that set emission limit values for vehicles and has introduced financial incentives to replace obsolete vehicles, for example, the import of used vehicles over 5 years old has been banned since 2011.

Morocco already has the ultra-low sulphur content fuel needed for EURO VI vehicles. It is the first country in Africa to achieve 10 parts per million fuels. The country also has put in place a mandatory PTI (periodic technical inspection) system and voluntary roadworthiness inspection arrangements at the request of vehicle owners outside the time limits set by law.

From January 2023, all new passenger cars and commercial vehicles (categories M and N categories) placed on the Moroccan market must comply with the Euro VI standard.

Objectives

  • Strengthen the capacity of The Government of Morocco to enforce monitoring of compliance with Euro VI emissions standards.
  • Strengthen the capacity of The Government of Morocco to develop and implement regulations for vehicle emissions testing and monitoring by the end of the project or soon after.
  • Increase South-South cooperation on Euro VI Standards development, enforcement challenges and lessons learned.

Activities

To achieve these objectives, the project will:

  • Conduct a training needs analysis and develop training programs, including training materials, such as handouts, manuals and other forms of resources. 
  • Conduct a baseline assessment will be done to evaluate the existing regulations and enforcement mechanisms, levels of compliance, and the effectiveness of the regulations. 
  • Identify gaps and challenges for implementing the new standards, as well as the mapping of mandates and roles of different government agencies and stakeholders. 
  • Conduct case studies to learn from the best practices of countries that have successfully implemented similar standards.
  • Develop a phased EURO VI implementation plan will be developed by Morocco with the support of the project, including enforcement mechanisms and monitoring systems, incentives and penalties, as well as timelines.
  • Conduct a regional workshop to exchange experience, challenges and lessons learned.
