Training and capacity support to implementing Ghana’s Petroleum Regulation and supplementing it with methane guidelines

Rationale

This project responds to the request by Ghana’s Environment Protection Agency (EPA) to develop methane guidelines for implementation of the new Petroleum Regulations.  

The Government of Ghana is in the process of formulating targeted policies for methane reduction from venting and fugitive sources within the oil and gas sector. Ghana EPA has conducted the review of Petroleum Regulations in collaboration with the Parliament of Ghana and other relevant agencies.    

The new Petroleum Regulations address the reduction of methane emissions within the oil and gas sector. They have received approval for presentation before Parliament and are anticipated to be enacted into law by 2025.  

This project will lead to Ghana’s adoption of the necessary regulatory and legislative frameworks to estimate and build their mitigation capacity in efforts to reduce methane emissions and to meet their commitments to the Global Methane Pledge.   The project is part of CCAC's Fossil Fuels Regulatory Program (FFRP).

Objectives
  • The Government of Ghana endorses methane guidelines that support the Petroleum Regulations by the end of the project or soon after.   
  • Relevant government agencies have increased capacity to implement the guidelines by project completion.  
  • Companies operating in Ghana have increased capacity to comply to the guidelines by project completion.  
Activities

To achieve these objectives, the project will:

  • Hold consultation meetings  with Ministries, Department and Agency (MMDAs) and Civil Society Organizations (CSOs), industry stakeholders that will be subject to or affected by the regulations.  
  • Assist in the implementation, rollout, and sustainability plan for the methane guidelines drafted with the relevant government stakeholders.  
  • Host workshops on strategies to implement the guidelines, quantifying oil and gas sector methane emissions, and assessing leak detection and repair techniques for national emissions inventory for participants from responsible government agencies.
  • Develop guidelines for industry reporting aligned with best industry standards.
