Vanuatu - Enhance and develop air quality, emissions standards and national strategies for the transport and maritime and shipping sectors

RATIONALE

This project responds to a request from the Government of Vanuatu Department of Environmental Protection and Conservation to support the Vanuatu National Air Quality Taskforce and Vanuatu Maritime Safety Authority address immediate air quality concerns and to build on the initial steps taken by government to establish the National Air Quality Taskforce. This request was developed in consultation with key ministries and with the former Special Envoy for Climate Change.

 

This project will conduct assessment/s of air quality to update and enhance sectoral and national inventories to identify context-appropriate mitigation measures as recommendations to government. They will also develop emissions standards for the transport sector, support the drafting of Vanuatu’s National GHG Strategy for Maritime and Shipping, and support alignment with international standards and best practices for maritime emissions.  

 

Vanuatu has not adopted specific legislation exclusively targeting SLCP mitigation actions. However, several policies and strategies contribute to the mitigation of SLCPs.

 

This project will align with and contribute to the implementation of the following related policies:  

This project will advance the objectives of CCAC’s Clean Air Flagship and CCAC’s Action Plan for Small Island Development. 


 


 

Activities

 

Outcome 1: The Government of Vanuatu, and in particular the National Air Quality Taskforce and the Maritime Safety Authority, have enhanced capacity to monitoring, reporting, and verification (MRV) and make informed decisions to identify context-appropriate SLCP mitigation measures, and develop sectoral and national policy, action plans, strategies, and regulation by the end of the project.

 

Indicator: The Government demonstrates enhanced capacity to implement SLCP mitigation actions; Number of monitoring, reporting, and verification (MRV) systems developed or updated that include SLCPs.

 

  • Output 1.1: Updated SLCP assessments, emissions inventories, and other emissions datasets produced on air quality and for the maritime sector.
  • Output 1.2: Workshop/s and/or trainings delivered to technical teams and government decisionmakers on the use and maintenance of inventories.

Outcome 2: The Government of Vanuatu endorses a National GHG Strategy for Maritime and Shipping by the end of the project.

 

Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures formally adopted, endorsed and/or implemented.

 

  • Output 2.1: Draft national and sectoral recommendations for government endorsement, including a National GHG Strategy for Maritime and Shipping, developed using new, updated, and enhanced assessments and inventories in consultation with key stakeholders, and striving towards IMO emissions standards and best practice.

Outcome 3: The Government of Vanuatu adopts recommended emissions standards for the transport sector, with a clear pathway to regulation by the end of the project.

 

Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures formally adopted, endorsed and/or implemented.

 

  • Output 3.1: Draft national and sectoral recommendations for government endorsement, including a National GHG Strategy for Maritime and Shipping, developed using new, updated, and enhanced assessments and inventories in consultation with key stakeholders, and striving towards international standards and best practice.

Outcome 4: The Government of Vanuatu endorses a National Air Quality Strategy or Action Plan by the end of the project.

 

Indicator: Number of action plans, roadmaps, strategies, or other future plans with SLCP targets or mitigation measures formally adopted, endorsed and/or implemented.
