Why this toolkit exists

Many organisations begin monitoring because they want to better understand local air quality and how it affects their communities. Others may wish to strengthen existing monitoring efforts or use data to support education, planning, or future interventions. Regardless of the objective, successful projects depend on many other factors aside from the monitoring equipment itself.

Decisions made during the planning stage, for instance, influence how useful the information will be over time. Questions such as where monitors should be placed, what level of accuracy is needed, who will use the data, and how findings will be communicated all play an important role in determining whether a project achieves its objectives.

This toolkit was developed to provide practical guidance throughout that process. It encourages teams to think beyond individual devices and instead consider how the different parts of a monitoring project work together as a whole.

Navigating this module

This module should be read before beginning the remaining chapters of the toolkit. It provides an overview of the toolkit's purpose, explains how the five modules fit together, and introduces the principles that guide them.
