At a Glance

Kazakhstan joined the CCAC in 2023 and is participating in the Country Action Accelerator Programme for 2026–2029. The Accelerator supports the Government of Kazakhstan in accelerating implementation of methane and super pollutant mitigation measures across key sectors, including agriculture, waste, household energy and national MRV systems. 

Building on Kazakhstan’s climate commitments, Carbon Neutrality Strategy 2060, NDCs and Global Methane Pledge commitments, the programme strengthens institutional capacity, supports methane regulations, mobilizes finance and advances sector-specific mitigation action. It also positions Kazakhstan as a regional leader in methane mitigation and clean air governance in Central Asia.

What the Accelerator will achieve

The Accelerator supports Kazakhstan in advancing several mutually reinforcing outcomes: 

1. Strengthening national capacity

The programme supports the operationalization of a national Super Pollutant Unit within government structures, alongside inter-ministerial coordination mechanisms, technical guidance and training. 

2. Strengthening policies and regulations

The Accelerator supports the integration of methane and SLCP mitigation measures into national and sectoral policies, while advancing regulatory reforms and priority mitigation actions. 

3. Measuring emissions reductions and co-benefits

The programme supports national methane and SLCP baselines, MRV systems, and monitoring of emissions reduction potential and co-benefits. 

4. Increasing access to finance

The Accelerator supports the development of investment pipelines, mobilization of domestic and international finance, and preparation of funding proposals. 

5. Demonstrating regional leadership

Kazakhstan’s participation supports regional knowledge-sharing, international engagement, and country-led case studies and knowledge products. 

6. Strengthening bilateral and regional partnerships

The programme supports cooperation with regional governments and institutions, as well as joint activities under partnership frameworks. 

Team on the ground 

The Super Pollutant Team is embedded within the Ministry of Ecology and Natural Resources, which provides political leadership, institutional ownership and strategic oversight of Accelerator implementation. 

The Team operates under the guidance of a Vice-Minister-chaired Working Group and is supported by a Steering Committee composed of representatives from the Ministry of Ecology and Natural Resources and other relevant national institutions. 

Specialized entities under the Ministry, including the Project Office, JSC Zhasyl Damu, Kazhydromet, IGTIC and other technical institutions, provide operational and technical support.

KZ-24-001 — Strengthening SLCP Mitigation Capacity in Kazakhstan

Sector: National Planning 

Provides technical assistance to integrate SLCP mitigation actions and targets into Kazakhstan’s revised NDC and strengthen national research and policy frameworks on SLCPs.  Read More

Supports Kazakhstan’s Ministry of Ecology and Natural Resources to strengthen national capacity for assessing and reducing SLCPs, and develops a National SLCP Plan and Methane Roadmap. Read More

KZ-24-003  Enhancing capacity in SLCP Mitigation in Kazakhstan’s coal mining sector   

Sector: Fossil Fuels 

Strengthens Kazakhstan’s capacity to assess and reduce methane emissions from the coal mining sector through improved monitoring and policy development.  Read More

KZ-25-004 — Establishing a Financing Facility for SLCP Mitigation in Waste Sector

Sector: Waste 

Supports the Government of Kazakhstan to design and pilot a national financing facility dedicated to SLCP mitigation in the waste sector, including methane capture and waste-to-energy projects.  Read More

Key policies and programme priorities

National context 

Kazakhstan has established an ambitious policy framework for climate action and methane mitigation, supported by strong political commitment and growing institutional capacity. As the largest economy and methane emitter in Central Asia, Kazakhstan has significant opportunities to deliver rapid climate and air quality benefits through reductions in methane and other super pollutants. 

National climate action is guided by key strategic frameworks including the Environmental Code, Carbon Neutrality Strategy 2060, Concept for Transition to a Green Economy and NDC 3.0. 

Pillar I — Methane Mitigation in Agriculture

Support Kazakhstan in developing and implementing agricultural methane regulations, strengthening MRV systems, and creating an investment-ready pipeline for livestock methane mitigation. 

Key areas of focus: 

  • livestock methane mitigation; 

  • improved manure management practices; 

  • agricultural methane inventories and transparency systems; 

  • finance-ready mitigation projects. 

Pillar II — Organic Waste and Methane Reduction

Support methane reduction from the waste sector through improved waste management practices and investment-ready mitigation projects. 

Key areas of focus: 

  • waste segregation at source; 

  • separate collection systems for organic waste; 

  • landfill gas capture and utilization; 

  • waste-sector methane mitigation projects. 

Pillar III — Clean Heating and Air Quality Improvement

Advance cleaner heating systems and air quality improvements through targeted interventions and demonstration activities. 

Key areas of focus: 

  • cleaner district heating systems; 

  • black carbon reduction measures; 

  • urban air quality improvements; 

  • low-emission heating solutions; 

  • clean heating demonstration projects. 

Pillar IV — National MRV System for Super Pollutants

Develop an integrated national MRV architecture for methane, black carbon and other SLCPs. 

Key areas of focus: 

  • digital reporting systems; 

  • sectoral protocols; 

  • emissions tracking; 

  • integration into Kazakhstan’s transparency reporting frameworks. 

Pillar V — Financing Super Pollutant Mitigation

Establish financing mechanisms and investment pipelines to mobilize domestic and international finance for methane and air pollution mitigation projects across priority sectors. 

Key areas of focus: 

  • investment pipeline development; 

  • financing mechanisms; 

  • donor engagement; 

  • domestic and international finance mobilization.
