SLCPs include the greenhouse gases methane and hydrofluorocarbons (HFC), and anthropogenic black carbon. State law mandates a 40 percent reduction in methane and HFC emissions by 2030 and a 50 percent reduction in anthropogenic emissions of black carbon by 2030.
